Kansas Governor Laura Kelly recently signed a new bill permitting CBD oil treatment with a small amount of THC for people with life threatening medical conditions. The measure, called Senate Bill 28, is named “Claire and Lola’s Bill” after Claire and Lola Hartley, who suffer from microcephaly.
According to the Center for Disease Control and Prevention, microcephaly is a “condition where a baby’s head is much smaller than expected.” This could be the only side effect, or the condition can be more severe. Other problems include a lack of brain development, seizures, hearing loss, vision problems, and feeding problems.
Governor Kelly stated,
“I’m pleased to sign Claire and Lola’s bill into law today. This is the first step in addressing the health needs of many Kansans, but we still have a long way to go. I’m hopeful the legislature will review this issue comprehensively next session.”
The bill will provide those in possession of cannabidiol with THC, for the purpose of treating certain medical conditions, with an affirmative defense. It also prevents agencies from removing children from parents who are legally permitted to use CBD for medical treatment. The effective date of the law is July 1, 2019.
